Liberal’s Infrastructure Spending Could Fall Short

The federal budget watchdog says the Trudeau government may fall short of spending all the money it planned to devote to infrastructure in the first year of its mandate.

A new analysis by the parliamentary budget office says Ottawa's planned infrastructure investments did not materialize in the first half of the year and there's a growing risk the spending will have to be pushed into 2017-18.

The report says last year's federal budget contained plans for Ottawa to transfer $3.5 billion in new money in 2016-17 to other levels of government for infrastructure projects.

The budget office says the federal transfers made by the Transport and Infrastructure departments over the first half of 2016-17 dropped by $100 million compared with the year before.

Ministry of Labour Regional Engagement Sessions on Health and Safety Action Plan

Council of Ontario Construction Associations is reminding the various sectors of the construction industry in Ontario that the Prevention Office of the Ministry of Labour is developing a Construction Health and Safety Action Plan (CHSAP). The Prevention Office is in the process of meeting with key construction stakeholders to discuss main elements proposed for the plan and receive feedback on them.

The engagement sessions are scheduled for one hour, with a short presentation on the current status of the CHSAP and opportunity for discussion. The Prevention Office seeks input on the objectives and recommendations attached to the plan and would like to engage stakeholders to work together to advance them. The engagement sessions are planned for the following cities:

New Utility Company Formed

ALECTRA_STACK_CLR_LOGO-5bada4dd3a4eb22d88aba8ad3296a0bf.jpgBeginning on Feb. 1, 2017, Horizon Utilities Corporation will merge with Enersource and Powerstream to form Alectra, the second-largest municipally-owned utility in North America behind the Los Angeles Department of Water and Power.

The company will be bolstered when Alectra purchases Hydro One Brampton for $607 million at the end of February.

The new company will service 960,000 customers stretching from Penetanguishene to St. Catharines with a total rate base of about $2.5 billion.

The Ontario Energy Board approved the merger Dec. 8 after nearly two years of study. The merger was the first of its kind for the board that involved multiple local distribution companies.

In its 34-page decision, the energy board stated the merger “can reasonably be expected to result in cost savings and operational efficiencies.”


IBEW Continues Bill 70 Protests

IBEW Ontario is continuing to protest the approval of amendments contained in Bill 70 that has a direct impact on the Ontario College of Trades and Apprenticeship Act dealing with enforcement of scopes of trade, appeals of penalties and trade classification reviews, among other policies.

Bill 70 received third reading in the Ontario legislature and then Royal Assent on Dec. 9.

The IBEW and other members of the Progressive Certified Trades Coalition argue the reforms will permit untrained and uncertified workers to perform work that should be limited to compulsory trades potentially creating serious safety risks to both workers and the public.

The IBEW encourages unionized electricians to contact their union local and ask how they can participate, non-unionized workers to contact their MPP, and all electricians to discuss the issues with colleagues, spread the word on social media and attend protests. Visit and for more information.

B. A. Robinson Co. Ltd. Acquires Sescolite Lighting

B.A. Robinson has announced its acquisition of the operating assets of Sescolite Lighting, a retailer and distributor of lighting products in southwestern Ontario. The transaction is anticipated to close on January 18th, 2017 (or sooner). Read media release.

ECAO is now accepting nominations for the R.H. (Hugh) Carroll Safety Award. This Award was created in 1999 by the Electrical Contractors Association of Ontario to pay tribute to member firms who best exemplify the dedication and commitment to safety in the electrical contracting industry as exhibited by R. Nominations are also open for the Douglas J. B. Wright Award. Created in 1992 by ECAO and Ontario Electrical Construction Co. Ltd., it was established to pay tribute to individuals who best exemplify the dedication and commitment to the electrical contracting industry as exhibited by Doug Wright through his years of service. Since 1992 this recognition has been bestowed on 18 individuals who, in their time, have left their lasting stamp on our industry.
