Sad News

It is with great sadness that we pass along news that George Docherty passed away last Thursday, September 22 at the age of 70. George was a long-time member of ECAO’s board of directors, Electrical Trade Bargaining Agency, the Greater Toronto Electrical Contractors Association board of directors, and the recipient of ECAO’s highest honour, the Douglas J.B. Wright Award, for his dedication and commitment to improving the industry. He will be greatly missed by all of us and those at Guild Electric Ltd., where he worked proudly for 45 years. Construction Lien Act Review now posted

The long-awaited Construction Lien Act Review was released on the Ministry of Attorney General’s website Monday afternoon.

Attorney General Yasir Naqvi spoke at the Council of Ontario Construction Associations’ (COCA’s) Construction Season reception Monday evening, saying that Premier Wynne has given him the responsibility to introduce a Construction Lien Act reform Bill in the legislature in the Spring 2017 session in her mandate letter to him.  Further, he said in his speech that prompt payment provisions will be included in the Bill and that it would be passed by the end of 2017.

In announcing the release of the report, Naqvi provided a link to the report on his Ministry website, Striking the Balance: Expert Review of Ontario’s Construction Lien Act.

In the news release, Naqvi said: “The report is a fair and thoughtful assessment of the complex challenges faced by today’s construction industry.  It provides balanced recommendations based on diverse stakeholder opinions. 

“It’s important to our government that the construction industry continues be a driving force in Ontario’s economy, and that we support the more than 400,000 people, like you, who work in the industry.  To that end, our government has a responsibility to ensure that Ontario’s construction laws are up-to-date and reflect the realities and challenges of today’s industry. 

“I am pleased to announce that our government is committed to introducing legislation in the Spring of 2017, that would, if passed, modernize Ontario’s construction laws to better support workers and the industry based ‎on the main principles found throughout the report:

  • Modernizing the construction lien and holdback rules
  • Introducing rules around prompt payment; and
  • Creating a new process to speed up dispute resolution

“I want to assure you that the legislation our government will draft will be fair and balanced.  To ensure we achieve this, I am committed to meeting with you to receive your feedback on the report’s recommendations.” 


New ECAO Communications Manager starting soon

Kevin Vallier will be joining ECAO on October 5 as our new Communications Manager and will provide a strategic and fresh approach to our communication to members, public relations initiatives and services for our members and associate members.

Kevin brings nearly two decades of marketing, communications and government relations experience with him, was named one of Niagara’s top Forty Under 40 in 2004, and will be a welcome addition to our team.

2016 Douglas J. B. Wright Award Recipient

The Douglas J. B. Wright Award was created in 1992 by the Electrical Contractors Association of Ontario and Ontario Electrical Construction Co. Ltd. to pay tribute to individuals who best exemplify the dedication and commitment to the electrical contracting industry as exhibited by Doug Wright through his years of service. Since 1992 this recognition has been bestowed on 18 individuals who, in their time, have left their lasting stamp on our industry. 

This year’s recipient of ECAO’s highest honour is long-time Board member Over Bakmand.

Ove immigrated to Canada from his native Denmark in the mid-1960s. Already an electrician, he joined the IBEW and in 1976 founded Net Electric with two partners.

Ove has worked hard to strengthen the electrical industry and has played a strong role on many boards and committees.

He has been President and VP, and a member of GTECA Board or Directors. He has been on ECAO’s Board of Directors since 2005 and has been on numerous committees

Ove has dedicated much of his time and effort in these roles and on committees over the years, which has been greatly appreciated and he is a well-known and respected contractor.


2016 R. H. (Hugh) Carroll Safety Awards Recipients

At our AGM on September 24, Dan Lancia, President, ECAO presented the following contractors with 2016 R. H. (Hugh) Carroll Safety Awards and congratulated them on their exemplary safety record:

ECAO Scholarship Recipients

Congratulations to the recipients of our 2016 scholarship: Courtney Norman, Dylan Bodau, Deanna Calabrese and Josh Carrafiello! It was a tough decision for our scholarship selection committee as there were a lot of exemplary applicants. Each recipient will receive $2,000 towards their university/college education. Our scholarship committee deserves a big thank you – Fred Black, Jack Gibson, Kelly Burke and Gary Lehman.

Ministry of Labour New Sector Plans

Each year, MOL develops and shares enforcement plans for various sectors with specific hazards. The plans for construction have recently been released and are available on their website. The plans include program priorities and things inspectors look for during an inspection. 


ECAO 2016 Industry Conference
