President's Message


Not handing out candy for Halloween was really my first reality check to where we’re at as a nation, and as a society, with the second wave of the pandemic storming all across Canada.

At the time of writing, Sarnia, where I live, is having a mini outbreak. My neighbourhood had been debating “doing” Halloween since the beginning of September. In the end, almost everyone agreed…turn off the lights and sit and eat those mini chocolate bars yourself. As someone who is responsible for all the running around for a pair of 90-year-olds, I got behind that decision wholeheartedly, as I can’t risk exposure.

I must admit, I do pretty well about making sure I have a mask or two and hand sanitizer at the ready. Always. But even so, I have been sloppy and caught myself not washing my hands as frequently or maybe standing closer to someone than is recommended without a mask on. It happens. We’ve all become a bit complacent – and honestly, quite fed up – with COVID-19.

It’s been a hard year on our movers and our front-line crews. In conversations with a few different members, they have mentioned that they have seen some loosening up on handwashing and general disinfecting and have had to recently hold staff meetings to reinforce the importance of being diligent, especially now that we are back in the thick of rising COVID cases.

It got us to thinking that it would be a great time to get an update from our membership on how they are faring right now. Each CAM member received a survey on November 2nd, which is essentially a repeat of the COVID survey from May but with a lot of new questions that have been asked of us over the last six months. We thought it would be great to get an overall picture of how we’re doing as an industry. I bet you that we’re faring pretty well, all things considered. But we’d like to hear from you.

If you did receive the survey email and haven’t had a chance to respond, we’d love it if you can take five minutes or so and check off the boxes. If you haven’t received the survey (or someone in your office hasn’t already filled it out) and would like to, contact Marian at and she’ll send you the link. Since we can’t gather next week at our annual conference to hear the stories and compare notes on how we all responded to the pandemic, CAM would like to gather those stories and best practices to share with the entire membership.

As always, now more than ever as COVID cases continue to rise throughout the country and to our neighbours to the south, please adhere to safety and health protocols and be safe. Now is not the time to get sloppy.

COVID-19 Update  


CAM COVID Survey is on

A repeat of CAM’s May 2020 COVID survey, with a dozen questions added, has been sent out to members.  CAM is interested in hearing how your business is doing now that we have eight months of COVID under our belts.  This survey is mostly checkboxes and easy for you to complete while you have your morning coffee.

How HR needs to approach COVID-19

During the American Trucking Association conference two weeks ago, this HR session was a hot topic and carried across several platforms and into a few Zoom calls between movers.  Specifically, the fifth and sixth paragraphs on the CDC’s new definition of ‘close contact’ and the eighth about filling out health questionnaires EVERY day.  Then there’s the bit on rapid testing and staying home for 14 days.  Take a look at this article which noted the main points from the session and consider where you are at with your plan as we careen into this second wave and flu season.

7-month countdown to mandatory ELDs begins


What is an ELD?

An ELD is a tamper-resistant device synced with a vehicle’s engine that electronically records the operation dates and times of a commercial vehicle. It allows you to know when and for how long a vehicle is travelling to ensure that drivers respect their daily limit and accurately log their working hours.

Why make the use of ELDs mandatory?

According to Transport Canada, the regulation will improve road safety for all road users. Knowing that driver fatigue is still an issue, the mandatory use of ELDs could reduce the risk of fatigue-related collisions by approximately 10%. The Saskatchewan Coroners Service had also recommended the use of ELDs following the collision involving the Humboldt Broncos junior hockey team in April 2018.

In addition to improving security, ELDs will save carriers time and money due to the administrative burden of paper logs. They will help carriers comply with the Hours of Service Regulations and reduce the impacts of non-compliance.

The objective of using ELDs is also to promote and ensure fair competition for Canadian carriers. Tamper-proof devices will require everyone to follow regulations in the same way.

Who must comply?

The new rules apply to federally regulated carriers, which means nearly 157,500 commercial vehicle drivers. In Canada, a company that provides extra-provincial transportation, including its local activities, falls under federal jurisdiction, while a company operating within a province falls under provincial jurisdiction.
For the time being, no changes apply to provincially regulated carriers. Each province will need to adopt the rules based on its specific provincial reality.

Main exemptions

  • short-term rentals, i.e. less than 30 days
  • commercial vehicle or engine models built before the year 2000
  • vehicles operated within a 160 km radius from their home terminal, which are not currently required to keep logbooks

What is the effective date?

As of June 12, 2021, the use of electronic logging devices will be mandatory. In the meantime, providers must have their ELD tested and certified by an accredited certification body.

Canadian carriers hauling south of the border have gained valuable experience with ELDs over the last couple of years. With Canada’s ELD mandate coming into effect in 8 months (June 2021), here are a few of the key lessons that some Canadian carriers learned after introducing ELDs on both sides of the border.
